Ya but I think he just messed up in the video. If you want to get a big juicy wave when you come back you either leave the waves equal when they are slightly close to your opponent turret than yours, or you push them into the enemy turret and roam so that their turret kills off your minions and their reinforcements get there faster leading to a slow push against you by the time you come back.

What he said with leaving it with only 1 enemy cast towards your side, or freezing an equal wave on your side then leaving will leading to a slow push towards enemy turret not toward yours, so that if enemy comes back they get a lot of juicy farm. For me this is great if you have good teamwork and take objectives for instance at same time or fight teamfights elsewhere because it forces opponent back to farm the wave or else lose the turret, but in climbing generally its better to just push the wave into the turret and let it slow push back towards you when you come back to get a cs advantage since coordination is much worse as is wave understanding at low elo.
