So much is wrong with this "analysis".
1) You just did the reverse of the calculation they did to reach $76 billion at the end of the article in the first place (and recalculated their per household cost). I question their cost per household numbers for both solar and wind, but all their sources are listed on a separate page.
2) This would be like saying we're going to spend $4.8 billion to serve the air travel needs of the Denver metropolitan area (~3 million people). That's $4.8 billion / 3 million = $1,600 per person. What can we do with that? Buy each person like a few airline tickets? Oh wait, we're going to build an airport. It's an infrastructure project, not a per person (or per household) payout...
