(18/5’9/155) Desperately need advice on hips/love handles.

I am in need of advice regarding my hips/waist area. I am struggling because I hate the hourglass like shape that I have and I’m finding it impossible to do anything about it. It’s really giving me issues and I’m obsessing over it way too much.

I’ve tried oblique exercises but no results. Do i store a lot of fat there or are my hips too wide? Should I keep gaining weight to see if it will fill out? Please leave suggestions.

I’ve been so frustrated that I went for a visit for a cool sculpting consultation, but they said they think I just have generally wide hips. But I never really see anyone who has this shape so I’m really struggling on what to do.

Also advice on shoulders would be great because I can never get them to grow or become defined no matter how many lateral and cable raises I do everyday.
