FALSE. This is abjectly false. There are national regulatory boards which certify people to perform clinical hypnotherapy. Holding such a certification would make one a certified, clinical hypnotherapist. That is how the word works. You not LIKING that that's how the word works doesn't make it not work that way. Performing hypnotherapy WITHOUT holding such certifications, either as a licensed psychologist/therapist OR as a person with no such degrees or certifications would mean you're performing hypnotherapy, but aren't a certified hypnotherapist.

Imagine being so dishonest you actually ask for accredited institutions that would certify one to perform hypnotherapy (thereby making one a licensed hypnotherapist), then, when provided with those institutions and regulatory boards, you balk and say that you issue is actually just with your redefinition of the word "hypnotherapist" so as to specifically exclude "a therapist or psychologist with a certification and/or specialization in performing clinical hypnosis or hypnotherapy"

You're too fucking much dude.
