While the numbers indicate the rate of black out of wedlock birth was much higher than white out of wedlock births, there is context and contributing factors to consider. 1) black birth rates in general are declining, so it takes relatively fewer numbers to affect percentages 2) in raw numbers, there are still more white out of wedlock births.

So given that, you still cannot conclude he was referring explicitly to minorities.

There are other sources with numbers from the mid-90s (this one stops its data table at 1984), but I like this source because of the abundance of different statistics...though I don't care for the shotgun marriage theories. Other sources indicate the trend shown in these numbers have continued into the 2000s.
