In Colorado they mail out paper ballots a few weeks before the election and you are able to do any research / fill out the ballot as you have time. After you are finished with it you tear off a piece of paper on the bottom that has your confirmation number on it. You can then drop it off at any of several convenient drop off locations.

Once the election is over you can use that strip of paper you tore off with your confirmation number to confirm that your vote was counted as once votes are counted they are tracked in a database.

The entire thing is paper and really convenient with the added bonus of the results being computerized and verifiable after the fact. There is no reason something like this can't be implemented nationally other than the fact that the Republican party pushes back against anything that will make voting easier for the masses because they know they are a minority and would rather stay in power than actually honor the values of this country.
