I know that's its function... against bumps in the ground.

It would regulate roll, pitch, and height. So under braking you would not dive, under acceleration you would not drop the rear, and in a corner you would not roll. The car would remain approximately flat, at an approximately constant height, so you would always have stable downforce independent of g-forces acting on the car. Bumps are a special case of variations in track surface, and the system had to manage these, which I'm sure was tricky, but you seem to be saying that the system was designed expressly for this purpose? Or you at least don't seem to fully understand what the system was actually doing as its base function if you were to ignore the bumps for a moment. The bumps are an afterthought.
