Your mum didn't make you ugly, stop blaming her for something she had no control over. Her and your dad decided to have kids, and by having kids, there's always a risk of genetic mutation etc.

Appearance isn't everything, character is important too. And sorry, but you really suck. I know how it is to have tons of health issues (my eye sight is terrible, I have endometriosis stage 4, my toes are deformed etc.) and there are probably more to come (diabetes runs in both families), but this is life.

If you don't like your mum, move out, and then save up for your surgeries. Stop being an ass.
