"Grade school level" would be acceptable if the structure of the sentence it was used in would not create confusion as to the meaning, that's correct.

"Grade school-level" is leaving your compound adjective separated and then attempting to compound your noun. Grade and school are the two qualifiers for your subject, level. Hyphenating one adjective to your noun is incorrect.

It is not correct under any circumstances.

Pestering people about grammar when you don't have a complete hold of the subject is annoying enough, but you're digging a hole trying to prove yourself right. You should perhaps refresh yourself with the above guidelines.
