Grizzly bears (western population) are listed as special concern under SARA (no real protection under the act, but still listed). They are designated At Risk in Alberta under the Wildlife Act, and assessed as Threatened. Engangered is a higher ranking, but both result in protection under the act.

Lots of semantics, but they are certainly of conservation concern, with populations numbers and habitat through the southern Rockies is limited. So I don't think saying OP was off base saying derailment of hydrocarbon-laden freight trains through the area could be deleterious to imperilled grizzly bears, not to mention other species of management concern, or rare habitats or landscape features (ie. our parks).
