It's like with female player characters. We asked for ages why it takes so long and the answer was that they would want to do it right, get every animation and every single asset, armor, clothing adapted.
When they finally dropped them in the game there were lots of male animations or animations completely missing. Missing armors and basically no clothes for females (and 90% of the clothes are still missing to this day for female characters).
So really I can just argue that they're coming up with excuses of why they need so long for everything. But once they're forced to release their work, their excuses for why it took that long just completely fall apart.
