Is a 3070 Ti and a Ryzen 5 3600x enough for heavy modding?

Just to back your point a bit, my gaming machine is still a 1080ti with an I7-7700K and 32GB of RAM. I run Skyrim at 1440p with Rudy's Ultimate preset, currently 409 plugins, 559 mods total, about a hundred of which are visual improvement mods.

With Skyrim, the only real change I made from my previous setup using a 980ti is the resolution. Back then I did 1080p and had to take care with the VRAM limitations. But I still got between 40 and 60 most of the time. I started modding Skyrim with a GTX 570, back with 30fps was a good target. I never had a problem with that.

Throwing hardware at Skyrim is an unnecessarily expensive hobby that doesn't get you much improvement over paying attention to what you're doing.
