The 3090 is an absolute temperature nightmare

As others have mentioned, something is wrong with either your card or your install. Hot spot should be nowhere near the temps you are mentioned at idle. My Gigabyte 3090 Vision isn't the greatest and the fans were loud, but hot spot temps at idle were at the most 40C and that was with some sort of load. My Strix 3090 sits under 40C with no load, 42C watching videos (chrome).

Gaming load, the Gigabyte noise level sucked but temps were fine after repasting and replacing all thermal pads (junction temps maxed around 85C; gpu temps were around 78C and hot spot not much higher, though fans were loud at around 70%). The Strix 3090 is by far much better in terms of temps and noise - under same loads, the junction temps peaked at 66C, temps max at 58C with hot spot at 68C, fans maxed at 54%.

The above are both using the standard air coolers - so your dual 360mm radiator cooled gpu is seriously underperforming - sounds like bad coverage of components.
