You have $350 to go to Ulta and fill your kit with staples/hg products. What do you buy?

If I could go moderately nuts in Ulta, I'd say:

Brushes--

IT face and eye travel set if you need a lot of eye brushes. [$30] I don't really wear much eyeshadow, so I wouldn't bother.

For everything on the drugstore side, Ulta rotates buy one get one half off frequently--this includes a combined offer for Eco Tools and Real Techniques, as well as individual ones for brands like NYX and Maybelline. They do Japonesque brushes, but only rarely.

Real Techniques expert face brush [normally $8.99] and stippling brush [$9.99]. Unfortunately, these don't come in any of the sets. Eco Tools fan brush [$6.99] for highlight, and angled kabuki [$9.99] for blending. Maybe also the finishing kabuki [$6.99] for loose powder. I like RT's blush brush [$8.99], but Japonesque's is fabulously soft [$37 for travel size] and they do a BOGOff on Japonesque occasionally as well if you see something else you like.

You can escape this section for about $40.50 (no eye brushes) or around $50-70 (an eye brush set) if you get the ET and RT brushes on sale.

Eyes--

I don't really wear eyeshadow, but I'd probably grab either a Nyx mini palette [$7.49-$16.99] and/or a couple of color tattoo singles [$6.99]. They do BOGOff on both these if you're willing to wait for a while. I'll put my favorite matte "highlight", Lancome Color Design in Latte [$20] here, even though I rarely use it on my eyes.

For liner, my favorite pencil liner for tightlining is Sephora brand, so I don't know what to say here. For liquid, I like Stila Stay All Day in brown. [$22] I also like their primer, because eyeliner tends to stamp on me, but I can't find it on the website.

For mascara, I light Clinique High Impact [$16.50], but it's worth noting that it's almost always available as a deluxe sample to add to an order on their website.

I get $58.50 without eyeshadow, $70.49 if I pick up a mid-size NYX palette. More if you get a mid-range eye palette (Naked or Tartlette, maybe?) or primer.

Lips--

NYX slide on lip pencil [$7.99] and a butter gloss [$4.99 or $5.99] probably in sorbet. Probably also a Maybelline creamy matte (maybe clay crush) [$7.99] and a Clinique almost lipstick in black honey [$17.00]. (Also almost always available as a deluxe sample on their website.)

About $40 here. I'm going to BOGoff the next Maybelline product in the face section, though.

Face--

I don't wear foundation, so I don't know if I can help here; I wear a slightly tinted sunscreen instead, and they don't carry it at Ulta.

For concealer, I like Maybelline Fit me [$6.99]. For transluscent powder, NYX HD Studio [$9.99]

For blush and highlight, Becca Afterglow. [$39.50] For a cream/"creamy" blush, either NYX cream blush in natural [$6.99] or Clinique cheek pop in ginger [$22], depending on how you're doing on your budget.

I put both blushes in, because I like blush, and come out at $78.48 here.

I come out at about $220 total without any eyeshadow or eye brushes, without primer, and without my sunscreen (normally $30) or my favorite eyeliner ($6).
