I think you pretty much hit the nail on the head really. These public services, like the rest of them, have been intentionally starved of resources and they need to be made whole. Some progress was made recently, when the government finally stopped stonewalling barristers who were seeking a fairer deal.

Aside from that, there is a wider conversation we need to have as a society about why victims of sexual offences, of all genders, are treated with ridicule and hostility by the people who are supposedly there to help. As someone who unfortunately has experience with this, I don't think most people would even believe how ridiculous engaging with the system can be.
