1- Yes Yes Yes Yes Yes. If you like RPGS Atlus games alone make the system worth the investment. That's saying nothing of the other bangers that got put out by other publishers and the non RPG games/Virtal console. I stand by the 3ds having one of the deepest libraries of any system by default, and if you take into account ds backwards compatibly or modding it can probably keep you busy untill you die.

2- Yes. SMT IV, Devil Survivor 1 and 2, Soul Hackers, Strange Journey Redux, Radiant Historia, Fire Emblem Awakening, Fire Emblem Echoes, and the like are all phenomenal. I would also recommend anything in the monster Hunter franchise, but those games are more action that rpg. Regardless
