Allow me to explain,
The G3258 is a very solid processor. The problem is that its not very great for gaming. Like you even mention yourself, you won't be able to play GTA V, along with other more demanding games.
Going with this Skylake build will allow you to play the more demanding of games with better performance, and easily move up to bigger and more beefy parts as your future budgets will allow. The Z170 motherboard, should you decide to get a better processor in the future, will allow you to overclock the higher-end processors, like the i5-6600k or i7-6700k, to run even faster than they would normally.
