First of all, drug sales are not getting legalised worldwide. If drugs get legalised in Canada, our drug gangs will focus more on foreign markets in East Asia, Europe, and rich middle eastern countries like Saudi Arabia.

If drugs get legalised worldwide, drug gangs in Canada will shift toward other schemes like extortion, identity theft (there is still lots of growth left in that industry since lots of criminals don't truly understand the full potential yet), kidnapping, weapons trafficking. Trafficking women out of Canada to other countries could be profitable (this could become a reality if there is a financial crisis). Immigration schemes are a growth industry. Benefits fraud is another good one. Right now drug dealers wait until drug addicts get their benefits cheques and then sell them drugs. Through identity theft you can just get the cheques yourself without having to handle drugs.

I think for criminals the game is just to find whatever opportunities are out there and seek out any slackness in the judicial system. I've done jail time for drugs before and this is something I have thought about a lot. Criminals will have to be smart and forward thinking and industrious if they are to survive. And, I sense a lot of slackness in various parts of the justice system so I see many opportunities moving forward.
