let me share the Service Manual with you. It describes the voltages on Chapter 2-48 on PDF Page 63.

Unplug the motherboard and graphics card from the pwoer supply when you attempt to turn it on for the first time, if possible check the voltages. In case they are fine, you can attach the motherboard and graphics card again and safely turn it on. The rest is try&error.
