Unplug the motherboard and graphics card from the pwoer supply when you attempt to turn it on for the first time, if possible check the voltages. In case they are fine, you can attach the motherboard and graphics card again and safely turn it on. The rest is try&error.
VOGONS and VCFED forums are quite helpful in cae of issues. You may also read some info from my site. https://translate.google.com/translate?hl=de&sl=de&tl=en&u=https%3A%2F%2Fwww.retrospace.net%2Finfoseiten%2Freadm.php%3Fid%3D48
