(5e) I homebrewed an effect, and now I need help figuring out how to resolve an unexpected interaction

Well, let's look at your intent. Your intent was to prevent the PCs from using any revivification magic short of the most powerful option in the game, a 9th level spell;

they wouldn't be able to cast revivify or anything short of true ressurection as there wasnt anything to use as components, pretty straightforward I thought.

Petrification, however, is a much easier to resolve ailment compared to requiring a 17th+ level caster (or an expensive spell scroll and a lucky roll). Petrification's intended spell resolution is Greater Restoration, a 5th level spell, which is a far shot lower level than True Resurrection. Therefore, if you are consistent in wanting resurrection to be exclusive to epic-scale end-game, you should not allow this interaction, and instead make it clear that the dead creature is not petrified, they are turned to crystal, a solid object, and are no longer that creature (which is different from petrification).

If you are comfortable lowering your own restriction of resurrection magic to 5th level spells, then go for it.
