I don't know but from what I've read this wasn't one out-of-character incident and this isn't your average 6-year-old that takes an extra cookie while his parents aren't looking. I mean it's reasonable to assume a 6 year doesn't fully grasp what it means to murder someone but he truly does seem like a danger to society, even at such a young age.

But when he returned to Zwerner’s class the following day, he pulled a 9mm handgun out of his pocket and shot her while she sat at a reading table, the notice says.
Without consequences and long-term treatment, it's highly likely he'll do something like this again. This 25-year-old teacher never should have been shot and, although she survived, her life will never be the same after being shot through her hand to her chest by a 6-year-old.
