I will agree with you there. Most cops use the taser not as it was intended to be used.

I think the culprit is faulty training. We had a few officers who were from nearby (smaller) departments and didn't have the money to bring in a trainer from the taser company, but they were going to equip a few officers with tasers, so these officers (normally supervisor-level sergeants and a couple lt's) were going to go back and train their officers based on what they learned.

I didn't know it then but I know it now that there is a huge disconnect on the way taser was supposed to be used and the way the training officers presented it to their departments.
