The gendarmerie only started doing it after german occupation in 1944 and operated only in Hungary or are you talking about the hungarian waffen ss divisions that formed after the occupation as well? Also Horthy's government didn't deport hundreds of thousands of jews, that also begun after german occupation, if anything Horthy's government blocked the germans from doing it in hopes with successfully signing peace with the allies and being out of the war. Being a victim of circumstances is a pretty good way to describe Horthy, although he isn't completely innocent either.
