I think the issue with your $300 dollar cable bill is your mother let it go up. Most people call and complain when it goes up and prevent rate increases to some extent. It reads like your mother just let them raise the bill many % over the years and it added up.

First, your mother is old and probably spends most of her time watching tv, so don't take away something she likes. Look at what the competition in the area is offering. in most places you should be able to find a decent cable package for under $50-100, and if that is acceptable amount to spend then perhaps purchase it, or inform your provider of it and they will probably cut your rate to match without you actually losing the TV stations.

Second, if they don't cut the rate, then see what stations you can get with an antenna add a streaming service and figure out if the new setup is acceptable.
