9 Year-Old "Hates School"

So the schools are not playing catch-up. At that age, I assume 3rd grade, what they are learning is right on schedule actually math wise. What I recommend is focusing on attitude and teaching her about attitude. Attitude is almost everything in this life. Bumping her a grade is emotionally not a good idea because she needs to be around her age group and most schools don’t do this anymore. Even a gifted program at school is often only a few hours a week. The best way to tackle this, aside from doing more advanced work at home, is to tackle attitude. Possibly take a trip to the library and ask the librarian if she has any book suggestions. I’m sure she will. I’d also have a number of sit downs to discuss it too. Maybe ask the teacher if there is any way she can have your daughter be a “helper” and start tutoring the other students maybe? But, again, attitude is important even then. Good luck! I know this struggle
