The other rule I’d add is indigent. No special rules exist for the indigent but any mother or household (whichever income is higher) below $24,000 in 2019 $ with CPI inflation would be eligible for free Abortions within the limits of the law.

Also my thought is the penalty for illegal abortion is all involved shall receive a minimum of 180 days in the county jail and upwards of 5 years in prison depending on the severity of circumstances. Example:

A 12 week abortion is 120 days in jail

A 6+ month abortion is 5 years in prison

No plea deals, no exceptions, the law would be a sliding scale with mitigating circumstances accounted for.

Those who receive free abortions would be limited to 4 abortions free, after that they have to pay out of pocket.
