This is kind of avoiding the reality that if you are in an unskilled market, or market with sufficient workers, that there are plenty of people who don't realize what they could be paid lining up to be paid less than you'd accept and less than they are worth to the company.

"oh it's a job at place/retal/restaurant, it pays minimum wage so them offering me 16 or 18 is great!"

This is part of why unions are important. As an individual you can't influence the uneducated opinions of others. Especially if they are desperate to be paid anything. A union can recognize what a worker's value is to a company.

This type of stuff happens all of the time even in highly specialized jobs. It's often really easy to underpay people with phds because they're going from being grossly exploited by the university system to an actual salary.
