Is it ACTUALLY that dangerous to go for walks at night as a woman?

No, of course it does happen sometimes, but it could be overstated. I have heard of a lot of women being scared but I've never heard of a woman who has actually been attacked in my area, ever. I don't doubt that it does happen sometimes but there are also deadly car crashes but most people aren't too afraid to drive a car. I am wondering if this metaphor is accurate or if being robbed or raped really is something so frequent that I ought to not even take the risk.

It's very sad about the lack of recourse thing. I wonder if more women go for walks at night then it will be less of an excuse to say "you shouldn't have been out at night" because it becomes a normal thing for anyone to do as opposed to a woman putting herself in harm's way.
