Yes you definitely could be. I semi-regularly do hiring for entry level data analyst roles in within the federal government. We get PhD applicants to these openings every single time they come up, and they will get passed on every single time. Because this isn't a role for someone with a doctorate, it's for an inexperienced kid out of college to get their foot in the door.

Of course, the PhD candidate doesn't know what the day-to-day of the role entails, or who it's geared toward. There are plenty of other positions in our organization where is a PhD is desired/mandatory that they need to be pursing. Overqualification is absolutely a real thing.
