Additional $$$ added for shipping to international locations on KS SHOULDN'T be added to the total funding amount, as that is only paying for itself, not the campaign.

I'm not sure what to say to you to explain this, since you are literally missing 100% of what this discussion is about.

...are you aware that shipping charges are now [allowed to be] a separate charge from the reward tier? i.e.: I have a $20 reward tier, and if you're backing from my country you pay $3 shipping (for a $23 total pledge) and if you're backing from the EU you pay $10 shipping (for a $30 total pledge) and if you're backing from, say, Brazil, you pay $20 shipping (for a $40 total pledge). In this way, project creators can set their reward tiers to actually cover the production costs + an appropriate net, and their shipping costs to cover the actual shipping costs on a per-country basis.

Now, let's say that in order to produce my project & fulfill this $20 reward, I need to get $2000 in pledges to pay for manufacturing. Since I can't know what percentage of backers will be domestic, how many will be EU, and how many will be from Brazil... how do I set my goal? If shipping fees were separated out from the funding goal, I could just set it at $2000 and be done—manufacturing costs would be covered, shipping would be covered, everything would be good. Instead, I have to either 1) guess what proportion of my backers will require expensive shipping (e.g.: If 50% of backers are in the EU, my goal would need to be at least $2650.), or 2) assume that 100% of pledges will require the most expensive possible shipping option, just in case. (e.g.: The goal would have to be at least $4000.) That's a huge difference, and on the high end if only a small proportion of backers end up pledging for international shipping, you may not reach your goal at all—whereas on the low end if an unexpectedly large number of backers pledge for international shipping [and you end up finishing quite close to your goal] you may not get enough to cover manufacturing and shipping.

These things tend to be less important in projects with bigger margins, and then multiplicatively less important if you also well-exceed your minimum goals. After re-reading your response several times, it seems like you're assuming that any/all projects can & should set their funding goals much higher than the amount they actually need. This is directly related to the subject at hand, though: We would like to be able to set the funding goal at the amount we actually need, rather than having to inflate it by guessing at how many backers will be international. Your suggestion to charge more for international shipping actually makes the problem worse.
