It's so common for people too videotape people now. I think if it's being done outside by someone walking by it would be pretty unenforceable. I doubt the Tucson Police Dept. would do anything. Maybe I'm wrong. Maybe they would talk to her.

I would just remember that this person is antisocial (nuts), and she is probably never going to change. I would just ignore her if possible. I know you said you can't ... so go in the house. I'm guessing she is picking up on your anxiety and it's fuel for her. I'm guessing she feels empowered.

Anyway -neighbors can be awful. I have no solution. When it happens to me I try to keep myself calm and in a good frame of mind. Meditation helps. I try to meditate some every day. Best of luck !!
