Advice on how to approach a new dog?

Is this beagle a puppy?

I've yet to meet a shy beagle there are always exceptions,) but if they are (or not) let the dog approach you. You can hold your hand flat at your side and see if the dog comes close to inspect and looks interested in pets, then proceed with the lovin' but if they back away don't push it and let them come back to you if they are comfortable. Don't hold your hand over the dog's head or crouch over it.

Most beagles are highly social, confident, and EXTREMELY food motivated- so if your friend gives you some of their favorite treats they will no doubt love you. I'd be more concerned about managing your own fear of dogs in this scenario - beagles can be loud and brash if these things frighten you be prepared and toss treats away from you so the dog doesn't jump on you. Have a toy they like ready to again have something for them to interact with if you're scared and have an exit plan if you get overwhelmed. If they have a puppy gate for example or pen or outside with your friend holding his leash, so you can meet without the chance of him getting to you at first until you feel comfortable & not afraid that might be a good idea.
