People were conflating the mostly peaceful fans and families that fell victim, and the largely unaddressed problem that is the violent ultras that seem to plague and be normalised in the country.

Western football fans who probably never set foot in a stadium can be very intellectually lazy when it comes to the police and football tragedies, especially after Hillsborough. Kanjuruhan just isn't that. It's not a clear cut case of police is wrong, everyone else is a victim. It was a stadium where players had to be transported in and out in armoured vehicles. Anyone who's paid attention to ASEAN football knows this is the standard protocol for Singaporeans and Malaysians.

No sane person is going to say the fans deserved to die, but as long as the Indonesian authorities refuse to acknowledge and address the problem, and as long as the fans and journalists keep supplying them with the excuses, the rest of us ASEAN football fans are really just going to roll our eyes when the news of another football tragedy inevitably comes out of that country.
