The African IQ gap: How do you explain it?

There is another way to explain it. The Europeans pillaged and plundered the African continent starting in the early 1800s-ish. They used their superior technology and overwhelming force to enslave, capture, and exploit the peoples of Africa. They constructed institutions and mechanisms to keep the native Africans in place and subjugated. This authoritarian government style transferred to the independent regimes that took over governance after the colonizers left. Meaning that often, the dictator that gained power after the Europeans left utilized the same institutions they built to safeguard his power. Thus education and overall quality of life declined rapidly. This problem was only accelerated and exacerbated by the Cold War. The USA (and Soviets) propped up dictatorships all across Africa so long as they were loyal them. The USA did not care whether the African regime killed his people or plundered his country, so long as he kept out communism. Then the Cold war ended, and everyone expects Africa to be fixed in 20-30 years since. It takes time to build the institutions to have functioning government and education. IF your claim is true that 'they' have lower IQs its because of their colonial history and the denial of education brought on to them by colonizers.
