I despise HEAT and HEATFS. My luck with it is crap. But the IKV91 does not need to be downtiered. The Heat shell has some magic fuckery going on and works like a dream.

And “since it’s a hard vehicle to play well with” doesn’t fit right. Yes if you play it as if it’s a heavy tank of course it won’t do well. It’s excellent at flanking, sniping and supporting. It isn’t a front line vehicle.

Play around with it find the play style you like because chances are you are just playing it in the wrong role or your play style doesn’t suit these kinds of tanks
