I'd be taking a much tougher stance than you are. Sports are gone until every penny of the $3000 is repaid in full. Responsibility comes before sports. Drew apologizes to his team and coach (in person) that he'll need to break his commitment to them because he has a responsibility to pay you back, so he'll be getting you a job and paying you 100% of his paycheque until he does. Once that is done, if he's still not grounded, then he may rejoin sports with y his mother's permission.

If she isn't willing to take this route, then she's paying you back the $3000 immediately and can discipline Drew how she sees fit OR you're pressing charges so you can file a claim through your insurance to get the money back. ...In reality though, she and Drew are the ones that need to take responsibility.
