AITA for giving a student bad predicted grades?

If this isn't criminal it needs to be. It's not your place to do this. The info in the post says that the children apply to University with these predicted grades... Why would you damage someone's future because they had a bad impression on you?

I myself wasn't a good person for some of my school years, but changing schools and applying for a programme I wanted (different school system, we make our choice in Upper Secondary School) allowed me to become the person I am now. You're depriving the boy of personal growth. Do you think he'll learn? If you've shown the slightest hint of animosity, hell know that something is fishy, children aren't stupid.

If I was your boyfriend I'd find your employer and report you. This is such a big ethical failure on your part
