AITA for not donating my vacation hours to my coworker?

Depends on the size of the company? HR’s main job is to protect the company and management first not the employee. So sometimes reporting things make it even worse depending on the company dynamic. If they aren’t in a protected class then HR just passes off the report to the manager to deal with if there is no larger issue or protected class. Depending on the state OP could be in a protected class for this situation. Maybe sex/gender or marital status could apply? Those are classes in CA but not sure what other states have them listed. Some states have very small lists of protected classes and OP wouldn’t be covered or even in a hostile environment. It would just be a shitty job.
