No. It definitely matters. If you're in a public library, those typically have areas reserved for children. If she was studying near that section, well, that's kind of on her a little bit.

When I worked in a library, we had very different expectations for the children's area and the adult area. They weren't separated by a wall, so it was all one large open space. If you came to me and complained about a kid wanting to play in the children's section [where we have puzzles and games!], unless it was disruptive to the other children in that area, I would instruct you to move to one of the quieter areas of the library, or go into the silent room.
