AITA for telling my manager that he is not doing his job?

In any job I've ever personally been in, it has ALWAYS been the responsibility of the employee to do their best to find cover for any shifts they will not be turning up for.

Of course, in exceptional circumstances where appropriate cover cannot be found by those employees then the manager would generally allow that to pass. (This may include family emergencies, serious sickness, etc.)

But what you've described is normal practice, at least in this country (UK).

The entire point of a rota is for staff to be aware of the shifts they're scheduled to work. The managers role is to create the appropriate rota that both accommodates agreed staff availability and the business needs, but the manager is correct, it is not their job to chase careless staff that do not wish to turn up for work. If you don't want to work your scheduled shift, find someone else to do it.
