It's not like he bought those tickets a few days ago. He bought 2 of the 2 for 1 because he expected someone else to join. I don't find it petty because if that someone who took the "free ticket" happened to be other friend and not his brother, no one would think twice and the total would be divided by 4. The story changed because it was his brother, that's what annoys me. As soon as he buys the tickets he tells us that there is 1 extra ticket and that he could invite his brother. Not counting him when he did the same as us makes no sense in my opinion.
