If she were 5 years younger (she’s 20 now) and her dad was doing this, reporting this to CPS/DCF would spark an investigation.

This is not a normal child/parent dynamic. My girlfriend has a very strong bond with her dad, and she even said this behavior was gross.

Fathers and daughters do not regularly fall asleep spooning after adolescence. They do not cuddle and have such public displays of affection in public. He was playing with her hair for Christ’s sake. Just because he’s her dad doesn’t mean it suddenly make it “a loving family”. This seems like grooming tactics.
