In a long speech at the UN General Assembly session on the occasion of the 75th anniversary of the founding of the United Nations, Azerbaijani President Ilham Ali made a number of manipulative and erroneous statements about the Nagorno-Karabakh conflict.
However, before referring to Ali's statements, it should be noted that some of them are regularly manipulated by the Azerbaijani authorities and carry the main theses in the light of which official Baku is trying to present the Artsakh conflict to the international community.
One such thesis is the four resolutions adopted by the UN Security Council in 1993 during the active hostilities in Karabakh, the content of which is regularly manipulated. This time, during his long speech at the General Assembly, Ilham Ali noted that the four resolutions of the Security Council required the Republic of Armenia to "completely, immediately and definitely withdraw the Armenian Armed Forces from the occupied territories of Azerbaijan."
UN resolutions In those four resolutions, however, there is no mention of the Armenian Armed Forces.
As we have already mentioned, the UN Security Council resolutions were adopted during the phase of active hostilities in Karabakh in 1993, and were generally aimed at the cessation of hostilities in the conflict zone and the establishment of a ceasefire. Resolution 822 states that the Security Council is concerned about the "invasion by local Armenian forces" of the Kelbajar region of Azerbaijan. There is no word in the resolution about the RA Armed Forces. Instead, "responsibility" is placed on "local Armenian forces."
The picture becomes clearer in the other formulas. Thus, for example, already in Resolution 853, the UN Security Council "calls on the Government of the Republic of Armenia to continue to use its influence to ensure that the Armenians of the Nagorno-Karabakh region comply with Resolution 822, and that they accept the OSCE Minsk Group proposals." In other words, the Security Council is not talking about the RA Armed Forces, but only about the influence of the Armenian government on the people of Artsakh.
The same is true for the other two resolutions. Resolution 874 speaks about "the withdrawal of the armed forces from the recently occupied territories and the elimination of obstacles to transport and communication" without addressing the Republic of Armenia again. Resolution 884 calls on the Government of Armenia to "use its influence to ensure that the Armenians of the Nagorno-Karabakh region of Azerbaijan comply with the requirements of Resolutions 822, 853 և 874 (above) and ensure that funds are not provided to the forces involved in continuing their armed campaign."
