There was a big culture of drug use in the 70's and 80's centered on cocaine and pot among younger people. The old folks still in charge of things were horrified to learn about the drug problems and took a while for them to figure out how bad it was. Hollywood was no exception, but it was in the midst of a very conservative establishment, even though hollywood was capitalizing on this drug culturebin films. The problems that hard drugs and addictions brought to the set were regarded in the way they added production costs in terms of delays, unreliable actors and crew and accidents and injuries. It took a few years to become policy but Hollywood eventually implemented strict policies like every other major corporation to protect their bottom line. They don't want to work with people who show up to work unable to perform. Carrie got away with a lot because she was established and she was second generation Hollywood royalty. She was able to get a second chance after cleaning up because of her connections where most people find only closed doors. She still didn't get jack for work for years after Jedi because of her problems.
