This is Susan Berger, an actress who happens to be credited for her role as the Butcher on American Horror Story: Roanoke. That's because she played her, and she's also the woman in costume/makeup as the Butcher in all of the other pictures you posted. http://www.imdb.com/name/nm0074375/

That media website clearly got that picture set from a tweet as you can see in the picture you posted, which is run by some AHS fan. I'm sure that fan hastily Googled Susan Berger and grabbed the first image they could find. This media website clearly didn't think much of it either and used it as well. Wouldn't be the first time that a website posted false information or didn't do all their research. Just because it's a "media website" does not make it 100% factual.

As for your paper towel thing, I have no idea which picture you're referring to. But the quality of the pictures is too poor to make a definitive statement about whether or not they're the same. You did go on insisting that the hag in the basement was Lily with the same grainy pictures as evidence. How you could see that, and how you could see that these Butchers are different, is beyond me, because I honestly can't see a damn thing.
