Why it always have to be damage?

No, she is NOT a support, not in practice. Supports drop their utility to enable the main DPS to do its job, without taking away from the main DPS. Some characters have a shield, some heal, some buff, and they all improve the team.

There are some supports who are weirder, like Childe, but his kit makes sense with Xiangling, he just happens to enable her on field.

Raiden on the other hand, requires field time as a burst DPS to make her “support” capabilities work — but does horrendously garbage damage, making her a DPS loss compared to almost any good 4 star support you put on her place.

She takes too much field time time to do her support things, so she NEEDS to have more damage so you can break even —otherwise her “support” is a DPS loss. So you gotta pay $400 + level her + her artifacts and fishing for the weapon, just so you can have a character who is worse than almost anyone else you were to put on that spot in terms of killing things fast (which is what the game requires.)

Due to how her “support” requirements work, she must have higher damage while bursting, at least as high as the DPS who’s field time she is stealing.

Otherwise it makes more sense to just use Venti, who does amazing damage, refunds the team’s energy for almost as much as her, and takes just 2 seconds of field time, while synergizing perfectly with almost any team because he is not Electro.

The sad fact is that Raiden is currently a worse investment of $400 worth of Primos than a great number of good supports, who people might already have built anyway. And she is worse than many 4* characters too in a variety of teams.

For her support to work she needs to have her full utility without taking field time or deal more damage so her taking field time is not a hinderance for the team. Which is why the way her kit is built currently SHE NEEDS damage in order to work as a support, in a way that other supports don’t (because they don’t take field time.)
