Ex bar manager. If you involved the police in every matter like this your bar wouldn't last very long. It is all bar staffs responsibility to refuse service to anyone they deem too drunk or otherwise inebriated to try and reduce issues like this. Bouncers are there to deter undesirables and take care of any situations regarding those that slip through the cracks. If someone was found to be doing this in my bar and could be identified we would 100% inform the police IF that's what the victim wanted which isn't always the case. What we would do regardless is keep an eye on them and alert their friends and/or arrange a taxi to take them home. We also have a charity here that is on the streets on Friday and Saturday nights to look after people too intoxicated to function. While having the police poke around is never ideal if you aren't doing shady shit you have no reason to fear any consequences such as inspections etc as other commenters are stating. Bars that operate that way attract scum like this and it's usually well known to be full of scum.
