Is this always a shove? ICM question

Against an early opener off his stack size whos been active, I have a hard time feeling “bad” about getting it in like this. With bubble dynamics in play, and being one of the larger stacks, he has alot of wider opens, presumably still has some open/folds.

Having said that, has he been opening from early? If he has, then im ok with jamming and taking advantage of our fold equity. If hes been snug from early and been more active from late, then id likely flat and play flops IP seeing as we can still fold post and have fold equity going into future hands. To expand on that thought, if hes been tight from early, and more active from late, his opening range from early is likely exactly what it ended up being. 99+ AQ+ in which case id rather take it to the streets. If we end up having to fold on whiffs, then playing off 16 with stacks shorter than us at the table and stacks who still get crippled by us isnt the worst position to be in.
