My first job was in hospitality as a bistro employee at a pub. They usually had rotations every week so we never did the same kind of work (ie. there'd always be someone different working behind the till, someone different would be clearing tables, while someone else would be behind the hot food display). The only people who did the same work were the chefs and the kitchen hand. Doris was a dishie in her early 50s who went out of her way to make our jobs more complicated. To say that her personality was disagreeable is a bit of an understatement.
She was whiny, manipulative, foul-mouthed, and a liar but she wasn't part of kitchen management so most of us kept our distance from her. After a few months though she had somehow managed to convince the admins that she should be given the responsibility of supervising front line staff. This made life HELL. Here are some of the crazy things she did:
She had a pretty big potty-mouth and she used to order us around when she didn't have any power to. Another one of the employees (let's call her L) always had a thing against her because she was just plain mean. Whenever Doris was managing, L would always leave halfway through her shift complaining about sickness and I'd usually have to do extra work for that day and take on any other shifts where she knew Doris would be managing (Great...).
The restaurant management hired a new recruit for extra help over the Christmas period. We hired a guy to work behind the till who had intentions of working temporarily (study reasons), but management probably tried to ignore this. He really helped during busy periods, but she managed to make him quit after just two days of working there. He couldn't handle her personality.
When the chefs weren't working, she'd take over cooking duties. At the start the portion sizes were okay, but after a couple of shifts she started sending out meals that were essentially scrap food. A few customers complained to her about it and she'd try to shift the blame onto the pub owners. I wanted to call her out for BS-ing and for being a huge stinge, but I feared that she might say something stupid to admin and I'd lose my job.
I eventually stopped working there and it's been over 5 years now.
To answer your question, I don't know. It's really luck of the draw, who you end up working with. If they're nice - great! If they're not - leave. If you don't want to leave, try and gather some evidence overtime see if it gets any worse. It might just be temporary or she's having family problems... sounds like she's just a b*tch though. Work is supposed to be like your second home.
