Police detective here. Of course we will do something. I'll walk you through it:

• In order to file charges, we have to reach Probable Cause. Which means we have Probable Cause to believe the person committed that crime.

• So in the case of this video, we have video evidence of the theft. As far as we know, beside the video evidence, no witnesses, but there should be a pretty good electronic trail to follow. So with the good video lead, I'd reach out to the victim, and ask if he wants to press charges.

• If they are unsure, I'll explain that in order to press charges, the victim will have to make a time commitment. He will need to show up to any deposition and show up for trial. There also may be a meeting with the prosecutor. Depending on the value of the stolen item(s), this is where we typically lose the interest of the victim. ESPECIALLY if they have been given a new replacement item for free.

• If the victim wants to press charges, I'll ask for any/all electronic correspondence, i.e. email updates from the shipper, giving me any identifiable information about the delivery driver. Then I will contact the shipping company, and will very politely, and with my sweetest tone, pretty please ask them who was the delivery driver for package number 123ABC? If they give me the suspect's info, then I'll see if they will give me any internal info about that delivery.

• If they don't, then search warrant for the company info.

• If they gave me suspect info, I will get all his background done, maybe I'll call him to see if he wants to tell me his side of the story, but I don't need to with the evidence.

• Then I'll file the case with my Prosecutor's Office.

Now let's say this was a random passer-by. Then we'd be screwed. I'd ask for any info from the department if they could recognize the suspect, maybe put picture of the suspect out on social media, see if we can get an ID. But beyond that, a random person stealing it would make it very hard.
